Background
Council at its ordinary meeting on 23 June 2025 adopted its suite of Integrated Planning and Reporting (IP&R) documents, including the Delivery Program 2025-2029 and Operational Plan 2026/27. It was identified that Sutton Recreation Ground required a strategic plan to ensure alignment with the adopted IP&R documents.
The following items were included while developing the draft:
(i) Inclusion of projects identified in Council’s Delivery Program 2025-29;
(ii) Inclusion of projects identified by the Sutton Recreation Ground user groups.
The draft Sutton Recreation Ground Strategic Plan 2025 (2025 Strategic Plan) has now been developed is available in the document section (right/above).
Consultation with Sutton Recreation Ground User Groups
Council staff presented the draft 2025 Strategic Plan to Sutton Recreation Ground user groups on 8 July 2025, with feedback to be provided to Council by 5pm Wednesday 6 August 2025. Four submissions were received (available in the attachments section of the November Council Meeting Minutes) and the 2025 Strategic Plan was revised accordingly.
Public Exhibition of Draft Plan
Council endorsed the 2025 Strategic Plan to be publicly exhibited for a minimum 28-day period. If submissions are received a subsequent report will be presented to Council which presents:
(i) Copies of submissions received
(ii) Responses to comments made in submissions received
(iii) Revised 2025 Strategic Plan for consideration and adoption.
Policy Endorsement
At the 26 February 2026 Council Meeting, Council resolved to:
1. adopt the Draft Sutton Recreation Ground Strategic Plan 2025;
2. undertake an annual review of the Strategic Plan, incorporating feedback from the Sutton community and ensuring consistency with relevant Council policies and strategic documents; and
3. reaffirm its commitment to work alongside and in support of the Sutton community to ensure that community views are properly considered in the implementation of the Recreation Ground Strategic Plan.
This strategic plan for Sutton needs to be adopted. The state of the pot holes in sutton village urgently require attention. The small bridge is totally inadequate for the huge amount of traffic for which it caters. A ring road would be the answer.
